OL2002: Non-ACP Characters Do Not Appear in the Subject in Outlook 2002 Message (280970)

When you try to use non-ACP (active code page) characters or symbols in the subject of a message, you can neither type nor copy and paste the characters into the subject line.
CAUSE
This issue occurs because of a limitation in Outlook 2002. Characters you enter into the subject field must be characters that are represented in your active code page. This behavior is by design.
