XIMS: Multiple .rtr Files Without an Explanation of Why Messages Are Undeliverable (277657)

When a user sends an e-mail message, they may receive the following non-delivery report (NDR):

The problem is that below the "----Transcript of session follows----" section, there is no explanation of what caused the nondeliverable message. An explanation is supposed to be appended here to indicate the problem to the user.
Another symptom of this problem is that in the Inetpub\Mailroot\Queue folder, there are multiple .rtr files. When you open these files to examine them, they are empty.
CAUSE
The problem is caused by the remote Simple Mail Transfer Protocol (SMTP) server returning an error 500. According to the Request for Comments (RFC), 500 means "SMTP Complete failure." This error causes Microsoft Commercial Internet System (MCIS) not to log the explanation in the NDR.
RESOLUTIONA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes.
