FIX: Program Runs More Slowly After Migration from MTS on Windows NT 4.0 to COM+ on Windows 2000 (275878)

When you migrate a program from Microsoft Transaction Server (MTS) packages on Microsoft Windows NT version 4.0 to Microsoft COM+ components on Windows 2000, the program may consistently run much more slowly and may also require significantly more CPU resources.
CAUSE
This behavior occurs because the CLSIDFromProgIdEx function runs more slowly on Windows 2000 than on Windows NT 4.0.
