SYMPTOMS

When you attempt to install Microsoft Windows Play Pack from the Windows Play Pack CD-ROM, you may receive the following error message:
Microsoft(R) Play Pack for Windows(R) 98 will only run on Windows 98 Second Edition.
This sytem does not have Windows 98 Second Edition installed. Play Pack cannot be installed

CAUSE

The Play Pack was only released with a limited number of Microsoft Windows 98 Second Edition retail products.

STATUS

This behavior is by design.
