When you receive an e-mail message that has the encoding format set to user-defined, the Regional Settings in Control Panel displays the same country for all of the entries.
WORKAROUND
To work around this problem, save all of your work, close all of your programs, and then restart Microsoft Windows.

When the first e-mail message in your Inbox has the encoding format set to user-defined, and the e-mail message is in Hypertext Markup Language (HTML) format, the Regional Settings in Control Panel appears to be corrupted. If you open a different e-mail message before you open the HTML message, the problem does not occur.
