OL2000: Error Message: Failed to Register a VB Script DLL (271141)

After you install Microsoft Office 2000 and start Outlook, you may receive the following error message:
Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe Vbscript.dll to self register. The key "DisplayName" is either missing or has an incorrect value. [File c:\Program Files\Microsoft Office\Office\Forms\1033\CNFRES.CFG, Section Description]
RESOLUTION
To resolve this issue, quit all programs, and then follow these steps:
- Click Start, click Run, type command in the Open box, and then click OK.
- At the MS-DOS prompt, type cd\windows\system, and then press ENTER.
- At the next prompt, type regsvr32 vbscript.dll, and then press ENTER.
- After you receive the following message, type exit at the prompt, and then press ENTER:
Dll register server in vbscript.dll succeeded.
- Restart your computer, and then start Outlook.
If Outlook does not start, follow these steps:
NOTE: Because there are many different versions of Windows, these steps may be slightly different for the version that you are using. Consult the Help files for assistance.
- Click Start, point to Find, and then click Files or Folders.
- In the Named box, type vbscript.dll,
click to select the Include Subfolders check box, and then click Find Now.
- Right-click Vbscript.dll in the search results window, and then click Rename. Rename the file to Vbscriptdll.old.
- Close the Find Files window.
- Start any other Office program, and then click Detect and Repair on the Help menu.
- Insert your Office CD-ROM into your CD-ROM drive, and then follow the instructions that you receive.
NOTE: If you have custom forms please back them up before you proceed. You will need the Office/Outlook 2000 CD.
- Click Start, point to Find, and then click Files or Folders.
- In the Named box, type 1033, click to select the Include Subfolders check box, and then click Find Now.
- Right-click 1033 in the search results window, and then click Rename. Rename the file "Old1033" and press ENTER.
- Close the Find Files window.
- Open Outlook. It will report that the forms feature is not installed.
- Click to install it from the Office 2000 CD.
