XL2001: Microsoft Query Returns "vsi:ODBC$DriverMgr Could Not Be Found" Error (270078)

When you double-click Microsoft Query in the Office folder for Microsoft Office 2001, you receive the following error message
The application "Microsoft Query" could not be opened because "vsi:ODBC$DriverMgr" could not be found.
and Microsoft Query does not run.
CAUSE
This error message occurs because Microsoft Query is looking for Open Database Connectivity (ODBC) components that are not fully installed on the computer.
NOTE: The error message occurs even if you have already installed Microsoft Query from the Office 2001 Value Pack, because the necessary ODBC components are not included in Office 2001.
RESOLUTION
To run Microsoft Query in Excel 2001, you must install Data Access from the Value Pack for Microsoft Office 98, and install Microsoft Query from the Value Pack for Microsoft Office 2001. For additional information about how to install Microsoft Query, click the article number below
