XL2001: Microsoft Query Returns "vsi:ODBC$DriverMgr Could Not Be Found" Error (270078)

SYMPTOMS

When you double-click Microsoft Query in the Office folder for Microsoft Office 2001, you receive the following error message
The application "Microsoft Query" could not be opened because "vsi:ODBC$DriverMgr" could not be found.
and Microsoft Query does not run.

CAUSE

This error message occurs because Microsoft Query is looking for Open Database Connectivity (ODBC) components that are not fully installed on the computer.

NOTE: The error message occurs even if you have already installed Microsoft Query from the Office 2001 Value Pack, because the necessary ODBC components are not included in Office 2001.

RESOLUTION

To run Microsoft Query in Excel 2001, you must install Data Access from the Value Pack for Microsoft Office 98, and install Microsoft Query from the Value Pack for Microsoft Office 2001.

If you attempt to create a new database query in Microsoft Excel 2001, and Microsoft Query is not fully installed, Excel may take more than a minute before it displays the following error message:
Microsoft Excel could not start Microsoft Query because it is not installed. To install it, run the Value Pack Installer and select Microsoft Query. If Microsoft Query is already installed, run it standalone to force it to register with the system.
The last sentence erroneously suggests that if you run Microsoft Query as a stand-alone program, the problem will be resolved without any further action.
