"A device attached to the system is not functioning" error message when you start Outlook 2000 (269055)

SYMPTOMS

After you update Microsoft Outlook 2000 or Microsoft Office 2000 to Service Release 1 (SR-1) and then download and install the Microsoft Windows Second Edition 1394 Storage Supplement update for the Microsoft Windows 98 Second Edition (SE) operating system by using the Auto-Update feature, Outlook may not start and you may receive the following error messages:
A device attached to the system is not functioning.

Error Starting Program - The Outllib.dll file is linked to missing export Mso9.dll:939.

CAUSE

The Windows 98 SE 1394 Storage Supplement installation may damage the Outllib.dll and Mso9.dll files.

RESOLUTION

To resolve this issue, you may need to uninstall the 1394 Storage Supplement Update, find and rename the Outllib.dll and Mso9.dll files, and then reinstall Office 2000 or Outlook 2000. To uninstall the update:
  1. Click Start, point to Find, and then click Files or Folders.
  2. In the Named box, verify that your hard disk is specified in the Look In box, and then type 242975un.inf, click Find Now.
  3. When the file is found, right-click the 242975un.inf file, and then click Install.
  4. When the uninstall procedure is finished, restart your computer.
If this procedure does not resolve the issue, follow these steps:
  1. Click Start, point to Find, and then click Files or Folders.
  2. In the Named box, type outllib.dll, verify that your hard disk is specified in the Look In box, and then click Find Now.
  3. Right-click the file, and then click Rename.
  4. Rename the file with an .old file name extension, for example, outllib.old.
  5. Follow step 1 through step 4 for the Mso9.dll file.
