SYMPTOMS

Your inbound replication may repeatedly stop working on the same object with error code 8438 ("The directory service is too busy to complete the replication operation at this time").

CAUSE

Replication may halt on a given domain controller, preventing the global catalog server from advertising itself as being available as a global catalog server, and stalling replication on the computer, leaving it in an inconsistent state with peer domain controllers.

RESOLUTION

To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

WORKAROUND

You can rename both objects to their original names until the global catalog restarts replication and advertises itself as a global catalog server. Or, demote and promote the server again.

STATUS

Microsoft has confirmed that this is a problem in Microsoft Windows 2000. This problem was first corrected in Windows 2000 Service Pack 2.
