XADM: The ForestPrep Setup Option Doesn't Work if the Person Installing Is Denied Rights to Any Global Address List (262455)

If you deny an Exchange administrator permissions to some global address lists in your organization, this administrator can only administer global address lists for which he or she has permissions. This administrator will be unable to create, delete, or rename any global address lists. In addition, this administrator cannot re-run setup.exe /forestprep.
WORKAROUND
Do not deny any administrator permissions on any global address list.
STATUSMicrosoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
