When you right-click an executable file with a .bat, .exe, or .com file extension, the Open With command is missing.
RESOLUTION
To open an executable file with a .bat, .exe, or .com file extension for editing, open the file by using the Open command on the File menu in the appropriate editor.
NOTE: When you right-click an MS-DOS Batch file (a file with a .bat file extension), you can click Edit to open the file in Notepad for editing.
STATUS
This behavior is by design.
MORE INFORMATION
In previous versions of Windows, the Open With command is not an available command when you right-click any file, but you can press and hold down SHIFT when you right-click a file to make the Open With dialog box appear.
