Device connects only as Guest after installing ActiveSync (259875)

After you install ActiveSync on a computer that is running Windows 2000 with the NTFS file system, the Pocket PC device connects as Guest instead of starting the Partnership Wizard when you attempt to create a new partnership.
CAUSE
Windows 2000 with NTFS has been designed for increased security. Windows 2000 with NTFS prevents users with default access rights (or "default users") from writing to certain registry keys and to certain folders (such as the Program Files folder).
On a Microsoft Windows NT 4.0-based computer with NTFS, an administrator can install ActiveSync and then a default user can connect a device and create a partnership. This is possible because the Partnership profile is installed in a read/write folder under the Program Files folder. Windows 2000 with NTFS does not allow read/write access to the Program Files folder.
This causes problems for ActiveSync users because ActiveSync does not work if a user installs ActiveSync by using an administrative logon but a default user then connects to create a partnership with a device.
Instead of a partnership being created, the Windows CE-based device connects as Guest.
This issue does not occur for users with Power User access rights or users who have upgraded from Windows NT 4.0 with NTFS to Windows 2000 with NTFS. In this case, the folder access rights from Windows NT 4.0 are migrated to Windows 2000.
RESOLUTION
To allow a default user to connect and create a partnership, the administrator must:
- Be logged on for the first connection of the mobile device.
-or- - Give the user read/write access to the Microsoft ActiveSync installation folder under the Program Files folder.
