Unable to Extract Files Using the System Configuration Utility (259687)

When you try to extract a file using the System Configuration utility (MSConfig.exe) in either safe mode or normal mode, the file is not extracted and you may receive the following error message:
The specified file is protected and may not be copied over or deleted.
CAUSE
All files listed in the Filelist.xml file are protected. The System Configuration utility does not extract any of the system-protected files to their default locations, even if the original file has been deleted or renamed.
RESOLUTION
Use either of the following methods to resolve this issue.
Method 1:-
Use MSConfig.exe to extract the file to a different location.
- In safe mode, rename the original file.
- Copy the newly extracted version in its place.
- If the file is in use, when you try to rename the file, you receive the following error message:
Duplicate file name or file in use.
When you try to delete the file, you receive the following error message:
Access Denied
If this is the case, restart the computer from the startup disk to perform the file copy.
Method 2:- Start the computer from the startup disk.
- Use the Extract utility to extract the file to the correct location.
