SYMPTOMS

When you start your Windows 98 Second Edition-based computer, you may receive the following prompt:

FilterKeys have been enabled. Do you want to save the current settings as the default for new users and the login prompt?

You can then click Yes or No and the login process continues.

CAUSE

This issue can occur if the registry key for FilterKeys is not reset to disable FilterKeys.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue:
  1. Click Start point to Settings, click Control Panel, and then double-click Accessibility Options. If the FilterKeys feature is enabled, click to clear the FilterKeys check box, click OK, and then restart your computer. If the message listed earlier in this article is not generated, do not perform the remaining steps. If the message listed earlier in this article is still generated, continue to step 2.
  2. Use Registry Editor (Regedt32.exe) to view the the following registry key:

    HKEY_USERS\DEFAULT\ControlPanel\Accessibility\KeyboardResponse

    Delete the On value in this key.
  3. On the Edit menu, click DWORD, type the following text, and then click OK:

  4. Quit Registry Editor, and then restart your computer.
