XADM: Error Accessing Public Folders if There Is No Private Information Store (259180)

When you right-click a folder, click Properties, click the Permissions tab, and then click Client Permissions to view the permissions on the folder, you receive the following error message:
Your profile is not configured. An unexpected, unknown error
has occurred. Microsoft Exchange Server Information Store ID
no:8004011c-0521-00000000.
CAUSE
You cannot view the client permissions on an Exchange 2000 public folder from Exchange System Manager if there is no private information store on the server.
