SYMPTOMS

When you upgrade from Windows Millennium Edition to Microsoft Windows 2000, your user-specified Internet cache setting is adjusted to a default setting.

RESOLUTION

Reset your temporary Internet cache to the appropriate size after you upgrade.

This behavior is by design.
