Internet Explorer may not start and may generate an "Access violation" error message if certain Remote Access Services (RAS) services are disabled.
CAUSE
This behavior is caused by an error in how Internet Explorer checks to determine if RAS-related services are installed and started. The services are:
Remote Access Server Connection Manager
Remote Access Server Autodial Manager
