"Site Server 3.0 Not Installed" Error Message When Running Ss3sp3.exe on Windows 2000 (245766)

SYMPTOMS

When attempting to run the Microsoft Site Server 3.0, Service Pack 3 (SP3) file, Ss3sp3.exe, on a Microsoft Windows 2000 Server computer, the following error message is displayed:
Requirements

One or more requirements are missing from your system.

The following items are required by Microsoft Site Server 3.0 Service Pack 3, but are missing from your system. Setup will exit from setup program.

Site Server 3.0 not installed

CAUSE

Site Server 3.0 must be installed prior to installing SP3. However, a component that was released in conjunction with SP3, Ss3w2k.exe, needs to be run before Site Server 3.0 can be installed on Windows 2000 Server. Therefore, you must obtain Ss3w2k.exe separately from SP3.

RESOLUTION

Download Ss3w2k.exe from the one of the following locations, run it, and then install Site Server 3.0 before installing SP3:
