Cannot Install MSN Version 2.6 with Windows 98 Second Edition (232163)

SYMPTOMS

When you attempt to install MSN, The Microsoft Network version 2.6, you may receive the following error message:
Setup has detected that you are running a version of Windows that already includes the updated files or enhancements you are attempting to install. For more information click Details. Click Cancel to return to Windows 98.

CAUSE

This issue can occur if you try to install MSN version 2.6 on a Windows 98 Second Edition-based computer. The version of MSN included in Windows 98 Second Edition is more recent than version 2.6.

RESOLUTION

To resolve this issue, install MSN by double-clicking Setup MSN Internet Access on the desktop.

STATUS

This behavior is by design.
