During Setup for Small Business Server (SBS) clients, Setup modifies the client configuration, applies Windows NT 4.0 Service Pack 4 (SP4), and prompts you to restart the computer, even if SP4 is already installed on the client.

SP4 is applied during SBS client Setup if SP4 or earlier is installed on the Windows NT 4.0 client computer.

This behavior occurs even if SP4 is already installed on the client computer because Setup does not attempt to detect whether SP4 is installed.

For example, if you install Remote Access Service (RAS) or TCP/IP, the algorithm that determines whether or not the service pack should be reapplied cannot make the determination, so the service pack is always applied.
