WinSock Clients Receive "Connection Refused" Error When Trying to Access Resources Through WinSock Proxy (213423)

SYMPTOMS

Clients that are trying to connect to external resources by using the Microsoft WinSock Proxy Client, and that are using a Winsock-based program, such as command-line FTP, may receive the error message "connection refused."

CAUSE

The Enable Access Control check box is selected on the Permissions tab in the properties of the Winsock Proxy Service. Unlimited Access may be displayed, however no users, or groups were specified.

RESOLUTION

Add the proper users or groups to the Grant access to list, or the disable Access Control list.

WARNING: By disabling access control, you are allowing unrestricted access through the Proxy Server to any internal network client that is running the WinSock Proxy Client.

During the installation of Microsoft Proxy Server 2.0, Setup prompts you as to whether you want to enable access control. If an administrator chooses this option, and then does not follow up by adding the proper users and groups to the Grant access to list, no one will be permitted access to the WinSock Proxy Service.
