When you open Control Panel, the Internet icon may be missing.
CAUSE
This behavior can occur if you uninstall the Luckman Interactive Web Commander 1.0 Web server software. Doing so removes the Inetcpl.cpl file.
RESOLUTION
To resolve this issue, extract a new version of the Inetcpl.cpl file from the Internet Explorer distribution files to the Windows\System or %SystemRoot%\System32 folder, or reinstall Internet Explorer.
