ACC2000: Jet Table Constraint Silently Fails to Upsize (201310)

SYMPTOMS
When you upsize a Microsoft Access database that has constraints, the
constraints are not upsized.
RESOLUTION
After upsizing, re-create constraints in Microsoft SQL Server.
