When a Web site is created from a Japanese client, its language attributes are set to Japanese. This is true even if the Web server is English. Because the English server cannot interpret Japanese, it does not parse the pages, even though the content is actually English. Therefore, the links do not make it into the link index, and navigation bars are not generated.
