INFO: Setup Over NWLink Requires SAP on Site Controller (186189)

Before you attempt to set up Microsoft Message Queue Server (MSMQ) on a
computer that will communicate with its site controller using the NWLink
IPX/SPX protocol, you must first install the SAP Agent service on the site
controller.
If the SAP agent is not installed, the client appears to have normal
connectivity to the installation server and site controller, but
Independent Client setup will fail with the error code 0xC00E0013, "No
connection with this site's controller(s)." Dependent Client setup will
fail with the error code 0xC00E000B, "The Message Queues service is not
available."
The errors occur because the remote procedure call (RPC) layer of MSMQ uses
SAP to resolve host names to IPX addresses.
