Cannot Disable Startup Files in System Configuration Utility (185564)

When you click the check box next to a startup file (such as the
Config.sys or Autoexec.bat file) to clear it on the General tab in the
System Configuration tool, and then click Apply, the check mark may
reappear in the check box.
CAUSE
This issue can occur if all of the lines in a startup file have been
disabled or if all of the lines in a startup file have been deleted. There
must be at least one line (or one line that is not disabled) in the
startup file for the System Configuration tool to process it.
RESOLUTION
To resolve this issue, do not try to disable a startup file if all of the
statements in the file are disabled or have been deleted.
STATUS
This behavior is by design.
