If you stop and restart the Remote Procedure Call (RPC) Locator Service
more than once, the Services tool in Control Panel may stop responding
(hang) temporarily and eventually return the following error message:
Could not stop the Remote Procedure Call (RPC) Locator service on
\\<server>.
Error 2186: The service is not responding to the control function.
