SYMPTOMS
You can edit and save pages in a Web under Visual Source Safe (VSS) control
without checking them out.
If the FrontPage 97 Server Extensions are installed on the server and someone else does not have the file checked out, you can check it out under your name but you cannot check it in.

SUMMARY
You can edit and save pages in a Web under Visual Source Safe (VSS) control
without checking them out. When you save a file that you do not have
checked out, several processes occur in the background while the page is
being saved to the current FrontPage Web. FrontPage first attempts to check
out the file. If someone else has the file checked out, you will receive a
server error notifying you that the page is checked out, and the page will
not be saved. If someone else does not have the file checked out, you can
check out the file, save it to the Web, and then check it in.
If the FrontPage 97 Server Extensions are installed on the server and
someone else does not have the file checked out, you can check it out under
your name but you cannot check it in.
