The HTML Layout control is treated as an unsafe control in Internet
Explorer 4.x and 5.x due to a security problem that is not apparent in Internet Explorer 3.x because of architectural differences.
The HTML Layout control is a single-threaded control. In Internet Explorer 4.0 and later, all ActiveX controls that Internet Explorer hosts must be apartment-threaded. Because the HTML Layout control is single-threaded, it may behave differently in different instances of Internet Explorer. On some computers, the control may appear to work fine; on others, its performance is slowed to a crawl.

You can run the control, as long as you configure the security settings appropriately. You can use Microsoft Dynamic HTML (DHTML) to achieve the functionality of the HTML Layout control natively in Internet Explorer 4.x and take interactivity to the next level. For this reason, there are no plans to revise the HTML Layout control so that it is treated as safe in Internet Explorer 4.0 and later.
