XL98: Toolbar Is Not Docked When You Double-Click Its Title Bar (180449)

In Microsoft Excel 98 Macintosh Edition, if you double-click the title bar
of an undocked (floating) toolbar, the toolbar is not automatically docked
to the edge of the screen.
CAUSE
This behavior occurs when you use a Macintosh system feature called
WindowShade (or "collapsing windows"). This feature causes the toolbar to
collapse into a title bar when you double-click the title bar of a toolbar
in Microsoft Excel 98 Macintosh Edition.
However, if you disable this feature, either by turning off the WindowShade
extension or by clearing the "Double-click title bar to collapse" check box
in the Appearance control panel, nothing happens when you double-click the
title bar of a toolbar in Microsoft Excel 98.

This behavior is by design of Microsoft Excel 98.
