CAUSE

This behavior can occur if your computer contains unused I/O addresses.

STATUS

This behavior is by design.

MORE INFORMATION

In Microsoft Windows 95, all unused I/O addresses are assigned to In Use By Unknown Device. In Windows 98, all unused I/O addresses are assigned to aliases of devices that are currently in your computer.
