When you generate a new publication in Microsoft Publisher, the paper size of
the publication is not the same size as set by the default printer driver in the
Windows Printers folder. For example, if the Windows default printer driver is
set to A4 paper size, the paper size of a new publication may be set to Letter
(8.5" x 11").
CAUSE
When you start Publisher it does not check the printer driver for paper size
settings. If the settings of the printer driver have been changed since the last
time Publisher was run, Publisher will default to the old driver settings
instead.
WORKAROUND
To change the paper size of your publication, you must manually change
it in the Print Setup dialog box in Publisher. To do this, follow these steps:
- On the File menu, click Print Setup.
- In the Size list in the Paper section, select the paper size you want
to use. Click OK.

This behavior is by design.

Microsoft Publisher only updates the driver information if you change the
default printer driver; it does not update the driver information if the default
printer driver settings have been changed. When you run Publisher, it saves the
paper size information in the Windows Registry. Each time you start Publisher it
reads the Registry and uses those paper size settings.
