PI 2.0: Error Message: "Picattsk_dll Was Unable to Register..." (178236)

This article was previously published under Q178236 SYMPTOMSWhen you run Picture It! Setup you may receive the following error
message PICATTSK_DLL was unable to register itself in the system registry.
followed by
Microsoft Picture It! 2.0 Setup was not completed successfully.
If you are running setup in SAFE mode after you copy the necessary files to
your hard disk, you may receive the following error message first, followed by the
other two error messages:
Error starting program: The DCIMAN32.DLL file cannot start.
Check the file to determine the problem. CAUSEThis issue may occur if one or more of the following files are the incorrect version, missing, or
damaged.
- Msvfw32.dll

Dciman.dll
- Dciman32.dll
RESOLUTION
To resolve this issue, replace all three files on the hard disk with the original files extracted
from the Microsoft Windows 95 CD or floppy discs. To do so, follow these steps:
- Rename any existing copies of Msvfw32.dll, Dciman.dll, or Dciman32.dll,
from the \Windows\System folder.

- Extract the files as follows:
Note All files are located in the Win95_08.cab file. All references
to drive refer to the drive letter that contains the CD or
floppy disc and filename is the name of the file listed. Step d must
be repeated for each of the three files.
- Insert the Windows 95 disc or CD that contains the
Win95_08.cab file in the appropriate drive.
For floppy disc versions, insert Disc 8. For CD users, the
file is located in the drive:\Win95 folder where drive is the
letter of your CD-ROM drive.
- Click Start, point to Programs, and then click MS-DOS Prompt.
- At the MS-DOS prompt, type the following text, and then press ENTER:
- Type the following command for your floppy disc or CD:
Floppy Disc
Type the following text, and then press ENTER:
extract drive:\win95_08.cab filename
CD
Type the following text, and then press ENTER:
extract drive:\win95\win95_08.cab filename - After the file is extracted, type the following text at the MS-DOS
prompt, and then press ENTER:
- Run Picture It! Setup again.
MORE INFORMATION
If you still receive the error messages, you can correct the problem by
reinstalling Windows 95. However, this should be used as a last resort.
Reinstalling Windows resets many of your custom setting to the Windows
default.
