Cannot Move a Line to the Top or Left Side of Worksheet (176473)

You may not be able to move a line or arrow drawing object to the
top or far left side of a worksheet.
Instead, you can move the object to a location that is several rows from
the top, or one or more columns from the left edge of the worksheet. You
cannot move the object any closer to the top or left edge.
CAUSE
This problem may occur if you have used the Free Rotate tool on the
Drawing toolbar to rotate the line or arrow.
WORKAROUND
To work around this problem, use either of the following methods: - Delete the line or arrow, and then use the Line tool or the Arrow tool
to draw a new line in the position that you want.
-or- - Use the Free Rotate tool to rotate the line or arrow back to its
original orientation.
NOTE: You can then use the handles to orient the line or arrow to the
orientation that you want, and to move the line or arrow to the position that
you want.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article.
