Cannot Create Extended ASCII Characters with MouseKeys Enabled (158859)

When you enable the MouseKeys Accessibility option, you can no longer
create extended characters by typing ALT+<xxxx>.
RESOLUTION
To work around this behavior, try inserting extended characters using
Character Map.
