Then online help for the Microsoft Internet Information server indicates
the syntax for server side Includes to be:

the proper syntax should be:
<!--#include file="value"-->
Notice that the "include" and "file" keywords should be lower case.
STATUS
Microsoft has confirmed this to be a problem in Internet Information
Service version 1.0. We are researching this problem and will post new
information here in the Microsoft Knowledge Base as it becomes available.
