BUG: WSARecvEx Fails to Set MSG_PARTIAL Flag on Windows 95 (139799)

The Winsock API WSARecvEx() on Windows 95 does not set the Flags parameter
to MSG_PARTIAL even if the message was not completely received.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Windows 95. A fix
to this problem is in development, but has not been regression-tested and
may be destabilizing in production environments. Microsoft does not
recommend implementing this fix at this time. Contact Microsoft Technical
Support for more information on the availability of this fix.
MORE INFORMATION
Winsock applications on Windows NT that use message-oriented protocols like
SPX with SOCK_SEQPACKET may use the WSARecvEx API instead of recv. The last
parameter of the API is set to MSG_PARTIAL if there was not enough buffer
space to receive the complete message. This enables an application to
detect partial messages.
Windows 95 does not set the flags to MSG_PARTIAL.
