You cannot run CHKDSK while at a command prompt unless you are logged on as
administrator or have administrative rights.

This behavior is by design. If you try to run CHKDSK and do not have
administrative rights, an "Access Denied" message appears.
CHKDSK uses DASD (Direct Access Storage Device) to access a volume and is
reserved to system administrators for security reasons. Opening a volume
for DASD access bypasses the file system thereby allowing you to directly
access (and change) the disk.
If you want to run CHKDSK, log on as Administrator or as any user that is a
member of the Administrators group.
