SYMPTOMS

When you instruct Windows NT Setup to convert an HPFS volume to NTFS or use the CONVERT command at the command line, the file system conversion fails and the following error message appears:
The conversion failed. The [drive] was not converted to NTFS.

STATUS

Microsoft has confirmed this to be a problem in Windows NT and Windows NT Advanced Server version 3.1. This problem was corrected in the latest U.S. Service Pack for Windows NT and Windows NT Advanced Server version 3.1.
