Defect Description: PHSS_25884: There are circumstances, like system shutdown, where servers are not cleanly stopped. As a result, the file associated with the server may contain a process identifier that, upon subsequent server startup, is associated with a a process other than the server or server watchdog process. Attempts to start the servers fail and give a "server is already running" error. Resolution: The vvctl and webctl programs will perform a check to see if the process identifier in the server pid file belongs to an executing httpd or uxwdog process before declaring that the server is already running.
