Defect Description: PHKL_26995: ( SR:8606250948 CR:JAGae17016 ) If the system configures an alternating distribution of the default PRM group with user created PRM groups, a reboot is in progress, and an idle processor tries to steal threads to run from other processors, the thread stealing policy in this case causes this processor to go into an infinite loop searching for a thread to steal if and only if no thread is found from the next PRM group to run. If any of these conditions are not met, there is no hang. Resolution: The CPU resource manager of PRM is turned off during system reboot.
