Defect Description: PHKL_15489: setpgrp(2) returns -1 and sets errno to 1 when the calling process is a process group leader. This is a change from previous releases when setpgrp(2) would not return an error. The manpage for setpgrp(2) did not indicate that this error would be returned. In addition, there was no link to the setpgrp3(2) manpage which was part of the setsid(2) manpage.
