Defect Description: PHNE_4950: When a registered program terminates without unregistering, the porgram can not register unless it unregisters during startup. The portmap process does not show up when rpcinfo -p is used to display all registered programs. The portmap process allowed applications to SET or UNSET their registrations from a remote host. An RPC portmap client call would return the port number of a dead services. The portmap process would forward RPC requests to mountd, nfsd and ypserv. PHNE_1928: If a SLIP transport is brought up after portmap is already started. The portmap can not register programs.
